The African Democratic Congress (ADC) has put forward a strategic three-point roadmap aimed at overhauling Nigeria’s security architecture.
The party’s proposal comes as a direct response to the latest Global Terrorism Index, which paints a sobering picture of the country’s safety landscape.
According to that report, terrorist incidents in Nigeria climbed by 43 percent during the current administration, jumping from 120 recorded cases in 2024 to 171 in 2025.
The data reveals that Borno State remains the epicenter of the crisis, representing 67 percent of all attacks and 72 percent of fatalities, with civilians tragically accounting for 67 percent of the total casualties.
While addressing these statistics, the ADC National Publicity Secretary, Bolaji Abdullahi, took to his X handle to assert that the party is ready to enact bold reforms to safeguard the population. A primary pillar of the ADC’s strategy is the refinement of how intelligence is shared and managed.
“Nigeria does not lack intelligence; it lacks coordination,” Abdullahi remarked.
To fix this, the party is advocating for a legally backed national intelligence framework. This system would be overseen by a Coordinator of National Intelligence and supported by a consolidated Joint Terrorism Task Force, designed to close the gap between receiving warnings and taking action.
The second phase of the plan focuses on decentralizing the police force to ensure security presence is felt at the grassroots level. Abdullahi detailed a vision for a multi-tiered policing model that spans federal, state, and local governments.
This structure would define specific responsibilities and set national benchmarks to improve accountability and speed up emergency responses across all 774 local government areas.
Finally, the ADC wants to move away from simply reacting to violence and instead prioritize prevention. This involves setting up intelligence-led early warning systems and specialized rapid response teams in every state to neutralize threats before they escalate.
“The ADC’s focus will be to prevent attacks, not just respond after tragedy strikes,” the party spokesperson emphasized.
